West Jordan Public Meeting Rules
The West Jordan City Council strives to create a welcoming, respectful and professional decorum in any public meeting. In order to maintain a safe and comfortable setting for all attendees, please note and abide by the following rules and guidelines:
- Expectation of Civility: All attendees are expected to be dignified, respectful, and courteous.
- Language: Profanity, threats, personal attacks, discriminatory language or verbal harassment is not permitted.
- Disruptions: Unsolicited cheering, clapping, yelling, displaying signs, or approaching the Council is not permitted.
- Food/Drink: Aside from water bottles, please do not bring any food or liquids into the
gallery section of the Council Chambers meeting room. - Bags: Staff or security may need to inspect large bags, purses, or backpacks for safety.
- Intellectual Property Permission Notice: By attending this meeting/event, you consent to
the use of your photograph, voice, likeness, and image in broadcasts of this meeting/event,
and in subsequent productions drawn from video or audio recordings of this
meeting/event, in the sole and absolute discretion of the City of West Jordan. The city
retains copyright for all video and audio recordings. Video and audio recordings may not
be modified, manipulated, or distributed in any way without the express written consent of
the City Administrator. - Electronic Participation: One or more council members may participate electronically in
this meeting using online video conferencing technology per Utah Code (§52-4-207) and
West Jordan City Code 1-13-1-E. Participation will be broadcast and amplified so all present
in the meeting will be able to hear or see the communication. - Americans with Disabilities Act: In accordance with the Americans with Disabilities Act,
the City of West Jordan will make reasonable accommodations for participation in the
meeting. Request for assistance can be made by contacting the West Jordan City Council
Office at 801-569-5017, providing at least three working days’ advance notice of the
meeting.
Council Meeting Types and Agenda Items
Council meeting agendas are posted online at westjordan.primegov.com/public/portal. Via this link, you can also find past meeting materials, recordings, and minutes! The West Jordan City Council follows a modified version of Robert’s Rules of Order, typical meeting types are summarized below:
City Council Meetings:
Held on the 2nd and 4th Tuesday of each month, City Council meetings are the formal gathering of the
city’s elected officials to discuss and make decisions on local government matters. City Council meeting
agendas typically include but are not limited to:
- Special Recognition: City department, community member/organization presentation or recognition, etc.
- Public Comment: Opportunity for the general public to address the City Council on any city-related topic.
- Public Hearings: Items intended to gather community input on specific issues, proposals, or projects before city council decisions, typically required for zoning changes, budget approvals, land-use developments, and other significant actions. The city must notify residents according to Utah noticing requirements, and residents can express their opinions and concerns during the designated Public Comment period.
- Business Items: Items requiring Council action that do not require a public hearing, or have otherwise met public hearing requirements in a previous council meeting.
- Reports to Council: Council, Mayor, Council Office & Admin Reports, community or volunteer organization reports, etc.
- Consent Items: Items not requiring public discussion or which have previously been discussed and may be adopted by one single motion. Council Members may request to pull an item for further discussion and consideration.
Committee of the Whole Meetings:
Commonly called a “work session”, Committee of the Whole (COTW) meetings are held for the benefit of Council members and staff to discuss city issues, options and proposals in an informal setting, allowing for in-depth conversation, discussion, and comprehensive understanding. Agenda items are largely “Discussion Topics”. No official action can be taken by the Council in these meetings and there are no Public Comment periods.
Fairway Estates, Municipal Building Authority, and Redevelopment Agency:
The Council also acts as the Board of the Fairway Estates Special Service Recreation District (FES), the Redevelopment Agency (RDA) Board and the Municipal Building Authority (MBA) Board. The RDA and MBA are agencies created according to Utah law to assist in development, redevelopment and financing of projects. Scheduled as needed, respective agendas may include business items, public hearing items, consent items, and others, as applicable.
Agenda items are subject to change and may be reordered or tabled in order to accommodate the needs of the City Council, staff, and the public.
How to Participate in Public Comment
A City Council agenda typically has two sections where public input is welcome:
- Public Comment: Comments on any topic, whether on the agenda or not.
- Public Hearing: Comments on the specific agenda topic(s) posted on the respective agenda.
Note that Public Comment is scheduled on every regular City Council Meeting agenda, while Public
Hearing items are scheduled as needed and as appropriately noticed.
Public Comment Norms and Procedures:
Public Comments are accepted by the Council from both in-person and remote attendees. To help these periods proceed in a respectful and efficient manner, please note the following norms and procedures:

Each participant is typically permitted no more than three (3) minutes to address the Council.

Do not expect the Council to engage in debate or directly respond to questions or comments.

Written comments may be submitted before, during, or following a council meeting via email to CouncilComments@WestJordan.Utah.Gov
In-Person Public Comment Process:
- Participants are encouraged to fill out a Public Comment Card and submit them to the Council Office Staff, who are seated to the left of the Council.
- Alternatively, written comments may be submitted on the back side of the card.
- Upon opening the Public Comment period, the presiding officer will invite speakers in the order Public Comment Cards were received, prior to inviting comments from other attendees.
- Submitting a Public Comment Card is not required in order to address the Council.
- When invited to the podium, please state your name and city of residence prior to sharing your comments.
Remote Public Comment Process:
- On the posted agenda, click on the “Participate in Meeting” button in the top-right corner.
- Go to the Public Portal to find posted agendas.
- You’ll be redirected to a Zoom sign-up page, and prompted for basic contact information.
- After signing up, you’ll receive a confirmation email with the meeting link. You’ll also receive a reminder email one-hour before the meeting.
- If signing up within 30-minutes of the meeting or after it has started, a link will be immediately available.
- When the presiding officer opens the Public Comment period, indicate your desire to speak by the “raise your hand” option within Zoom.
- When called upon, unmute your mic, and please state your name and city of residence prior to sharing your comments.
The Council respects constitutional rights to free speech and recognizes that some comments may be legally permissible under the U.S. and Utah Constitutions or other federal and state laws. However, the Council reserves the right to address behavior that creates disruption or safety risk or constitutes unprotected speech (such as legitimate threats). In such cases, staff or security may intervene, including potentially removing individuals to ensure meeting order and public safety.
How to Access a Meeting Online
For each regularly scheduled City Council Meeting on the posted agenda, there are two options for anyone wishing to attend remotely:
- Participate in a Meeting
- Allows participants to provide comment during the Public Comment and/or Public Hearing agenda items.
- Redirected to a Zoom Meeting link, participants will be prompted to provide basic contact information before receiving access to the meeting.
- View the Meeting
- Meeting proceedings are live-streamed for those not wishing to participate in Public Comment.
For each Committee of the Whole Meeting, remote attendees will only have the option to View The
Meeting as no public comment is permitted.
I Want To….
Speak out for an item that I received a public hearing notice for.
Plan to participate under the Public Hearing section of the agenda, when the presiding officer opens Public Comment.
Speak out on issue of concern that is not on the agenda.
The Public Comment section of an agenda is where the public is welcome to address the Council on any city-related topic.
Give Council Members a handout with information.
You can email the handout prior to the meeting by emailing councilcomments@westjordan.utah.gov, which is automatically forwarded to all council members. You can also approach a member of the Council Office staff (seated to the left of the council dais) prior to the start of the meeting, who will distribute your materials to the Council. Do not approach the Council before, during, or after your comment.
Ask the Council body a series of questions.
Council Members typically do not respond to questions or comments during public comment, as to not interrupt the speaker’s three-minute time limit. Speakers may ask rhetorical questions, but if you are seeking answers to your questions, please email the Council (councilcomments@westjordan.utah.gov) or schedule a meeting with your respective Council Member(s). If, on the Public Comment Card, you requested future follow-up, you may hear from a Council Member, a member of their staff, the Mayor, a member of the Mayor’s staff.
Represent a group during Council meeting.
Before beginning your comment, ask the Council Chair, “May I have five minutes, as I am representing [INSERT GROUP NAME HERE].” At their sole discretion, the Chair may grant you more time. It is then expected that no additional individuals will attempt to address the Council on the same topic or under the same representation.
Request that a community issue be discussed in a future meeting.
Agenda items require at least two council members before the topic can be submitted to Council Leadership for potential discussion and action. Please contact your respective district representative first, and then any At-Large members, as appropriate.
